In January 2005, issues came to the
forefront which led us to the conclusion
that equestrians were not represented in
the development of Twin Oaks Valley. We
formed TOVEA to give a voice to the
horsemen and their horses in order to
preserve what we see as one of the last
areas of San Diego County that is
predominantly
equestrian.
